Legality of a moon visit?

My uncle Jimmy has built what can only be described as a spaceship. No fooling. He is one of those guys who can build anything. He generates all his electricity, built all his home appliances, including a flat screen TV that takes up a whole wall, stuff like that. He bought a couple kit airplanes and modified them extensively. He's been flying for years, was in the Navy on a carrier as a fighter pilot and he has test flown this thing several times. He is now ready to take it into space and eventually plans to land on the moon. My aunt is sure that when he gets back they will charge him with something and something serious. I can't see why it would be illegal but I don't know much about the law. BTW, if it matters, he lives in Texas.
