How can you kill a 4-foot pecan tree stump that is oozing sap and creating insect problem?

The icky sap is attracting flies, and I've already used spectricide, to no avail. Is there a commerical tree stump sap killer available? If so, what is the name? Planned to make this a pretty stump area with maybe plants, but the sap is awful!!! Help?
