Housebreaking a pitbull?

He is 4 months old and I can't get him to go outside for the life of me. I have tried a crate, puppy pads with the smelly stuff, newspaper, everything. He is on a specific schedule but it doesn't even matter. We could be outside for 25-30 minutes and he will still come in and go. I tried containing him in one room but he destroyed that room in a matter of hours. I even hired a dog walker/trainer and he STILL wont go outside. What the heck should I do seriously? If I have to clean up a big old pile of pitbull poop another day I am going to cry.
